FARMERS' RIGHTS IN ITPGRFA:

The Fourth Session of the Governing Body: proceedings on Farmers' Rights

Introduction to the agenda item by the Secretary of the ITPGRFA

As an introduction to agenda item 13 on Wednesday 16 March, the Secretary, Dr. Shakeel Bhatti, presented the working document IT/GB-4/11/16, which provides a brief history of the Governing Body process with regard to Farmers' Rights since the First Session, and some of the inter-sessional activities that have taken place.

He also said that the Secretariat had received information from six contracting parties (Czech Republic, Democratic Republic of Korea, Germany, Madagascar, Uruguay and Zambia) and four relevant organizations (Center for Sustainable Development, CENESTA, Iran; International Institute for Environment and Development, IIED; International Seed Federation; and La Via Campesina) in response to Resolution 6/2009 of the Governing Body, which invited contracting parties and relevant organizations to submit views and experiences to the Secretariat. These contributions are available as IT/GB-4/11/Inf.6.

The Secretary further said that due to financial constraints, the Secretariat had not been in a position to convene the regional workshops called for in Resolution 6/2009. He informed, however, about the Global Consultations on Farmers' Rights that were carried out in 2010 in response to Resolution 6/2009 and referred to the input paper about these consultations, which were submitted by Ethiopia and circulated as IT/GB-4/11/Circ.1.

Finally, he invited the Governing Body to provide guidance on the further steps for the implementation of Article 9.
